Youth age 12 to 25 years who accessed mental health, substance use and well-being support through provincial or territorial Integrated Youth Services (IYS).

Description

Youth age 12 to 25 years who accessed any Integrated Youth Services (IYS) program, per 100,000 population, during the reporting period.

Rationale

This indicator will measure the extent to which youth age 12 to 25 years in Canada have accessed IYS for mental health, substance use and well-being support. 

Interpretation

A higher rate indicates that more youth have accessed IYS in the reporting year.

Description:

Total number of unique individuals age 12 to 25 years who accessed any IYS program in a 12-month period 

Inclusions:

  1. Youth who accessed any IYS program, including mental health and substance use health; primary care; Indigenous, Francophone and other culturally specific services; work and employment supports; peer and family supports; housing and other social services
  2. Youth who accessed such services either in-person or virtually
  3. For the purposes of this indicator, IYS is defined as a provincial or territorial initiative under a common brand that, when fully implemented, does the following:
    1. Provides people age 12 to 25 years with ready access to integrated mental health and substance use health services, as well as to primary health care; Indigenous, Francophone and other culturally specific services; employment/education services; and other community and social services (e.g., leisure and recreation activities)
    2. Aligns with the 10 common IYS principles of
      1. Engaging youth and families
      2. Collaborative partnerships
      3. Accessible care
      4. Youth-centred
      5. Responsive to evolving needs
      6. Culturally safe
      7. Socially just
      8. Wholistic approach
      9. ºìÁì½í¹Ï±¨ equity
      10. Learn and improve
    3. Operates as a learning health system, embedding measurement in service delivery and other activities 
       

Exclusions:

  1. Individuals outside the age range of 12 to 25 years at the time of service access
  2. Individuals in the age range of 12 to 25 years who accessed other youth mental health programs not delivered as part of an IYS initiative

Caveats and Limitations

  • IYS and IYS data collection systems are at different stages of development across Canada.
  • IYS implementation and data coverage vary across Canada, and caution should be used when comparing results by province/territory.
  • In cases where existing data collection does not capture all encounters (e.g., drop-in services), the indicator results may under-report the number of unique individuals who accessed services.  
  • For the 2022–2023 fiscal year in Manitoba, the indicator is calculated using the number of unique individuals age 12 to 29 years who accessed IYS and the population age 12 to 29 years.
